Till approx 2019 yes, in a technical sense, because the children of illegals are citizens (but they are poorer and so on, the problem isn't solved by giving them citizenship).
Then Biden massive use of TPS basically legalized some other millions of illegals, except when removed they go back to be illegals.
So let's believe the estimates are true at around 11M. That doesn't include the 600k TPS Hastings, the 400k venezuelans etc. Now that Trump is removing those TPS, the number of people who have to be deported isn't 11m anymore, it's more like 15M.
