If you lived in say, North Korea, do you imagine that you would be OK with the restrictions on liberty that the government places on its citizens (e.g., inability to travel freely, lack of freedom to criticize the government, forced labor, restriction of access to information from sources outside of the DPRK, etc.), or would it be more correct to say that you would chafe at those restrictions but you be willing to live with them in exchange for a government whose foreign policy you preferred over other countries?

This is part of it for sure. If his numbers were reversed and it was 70% saying he's doing a good job on the economy these strikes would not have happened. But there were dumb ass ideas like this floated in Trump's first term as well, but Kelly or Mattis or whoever would just do nothing and Trump would soon forget about it.
